CHAPTER 1

THE MERCHANT NAVY AS A CAREER

India with a long coast line and extensive network of port infrastructure, provides tremendous potential for sea trade. The Merchant Navy fleet of the country comprises ships of varying size and category viz. Passenger Ships, Cargo Liners, Tankers, Iron Ore Carriers and other specialised ships. These ships are managed and operated by private and public sector Shipping Companies and are manned by efficient and technically qualified personnel. The ship is navigated and managed by the Nautical Personnel and Machines/Engines are maintained by Engineering Personnel. The crew onboard is looked after by Saloon Department. The Indian Institute of Maritime Studies (IIMS) under the Ministry of Shipping, Road Transport and Highways is responsible for ensuring standards of training for the Indian Merchant Navy. The requirements of trained manpower in Merchant Navy are met with through the Training Institutes of Indian Institutes of Meritime Studies viz. Training Ship Chanakya, Navi Mumbai, Marine Engineering & Research Institute (MERI), Kolkata, Marine Engineering & Research Institute (MERI), Mumbai, LBS College of Advanced Maritime Studies and Research, Mumbai and various other approved Training Institutes in private sector.

The Training Ship Chanakya, a Shore Based Academy, at Navi Mumbai conducts 3 year B.Sc. Degree Course in Nautical Sciences under the aegis of the University of Mumbai, the MERI, Kolkata conducts 4 year Course in Marine Engineering under the aegis of Jadavpur University, West Bengal and MERI, Mumbai conduct 3 year Polyvalent (Dual Certification) course leading to B.Sc. degree in Maritime Sciences under the aegis of University of Mumbai.

The cadets after successful completion of their training at these Institutes are directly placed onboard various Foreign Going Indian and Foreign Flag vessels. After acquiring requisite sea time and obtaining the Certificate of Competency in the respective discipline, they can rise to the level of Master or Chief Engineer, as the case may be on a Merchant Navy Ship with attractive salaries and status.

The deck cadets, trained at T.S. Chanakya are responsible for the effective management of the Deck Department including safe navigation of the ship, loading and discharging of cargo, upkeep and maintenance of ship safety of men and material onboard and observance of the national and international codes of conduct under Merchant Shipping Act and Rules thereof. Similarly, the Engineering Cadets are responsible for the efficient management of the Engine Department through smooth operation and maintenance of the engines and various machinery onboard. The Polyvalent cadets, trained at M.E.R.I., Mumbai, acquire combined knowledge of both fields for the effective and efficient management of either the Deck or Engine Departments.

After successful completion of the B.Sc. degree from T.S. Chanakya, the Cadet Officer is required to put in one year sea service onboard a Merchant Ship to be eligible to appear for the Certificate of Competency as Second Mate (F.G.) oral examination conducted by the Directorate General of Shipping. The graduate cadets are entitled to certain exemption in qualifying sea service and written examination for the Certificate of Competency Examination. On possession of a Certificate of Competency as Second Mate (F.G.), a cadet officer is eligible for appointment as 2nd Officer and for subsequent promotions as Chief Officer/Master, he has to pass Certificate of Competency Examination in the respective grade after acquiring sufficient sea service. The detailed procedure and guidelines in respect of various Certificate of Competency Examinations have been published in Merchant Shipping (Examinations of Engineers/Masters and Mates) Rules, 1989 & 1994.

After successful completion of 4 year degree course in Marine Engineering at MERI, Kolkata, the cadets become eligible to appear for the Certificate of Competency Examination in MEO Class IV Examination conducted by Directorate General of Shipping and become certified Marine Engineer Officer on board Merchant Navy ships. One can reach to the level of CHIEF ENGINEER OFFICER (which is the highest rank in the engineering discipline on board ship) after obtaining MEO Class II & MEO Class I certificate of competencies for which the respective period of sea services of 12 months & 18 months will be required as per the existing rules.

After successful completion of the 3 year B.Sc. Degree course in Maritime Sciences from MERI, Mumbai, the cadet officer is required to put in 18 months of sea service on board a Merchant Navy Ship to become eligible to appear for the Certificate of Competency Examination either as Second Mate (F.G.) or MEO Class IV or both conducted by the Directorate General of Shipping. (The cadets are entitled to certain exemption in written examination for the Certificate of Competency Examination.) On passing of the Certificate of Competency Examination either as Second Mate (F.G.) or MEO Class IV or both, a cadet officer is eligible for appointment either as 2nd Officer or 3rd/4th Engineer. Thereafter, he can either prefer to specialize and choose the "Master" or "Chief Engineer" track separately or complete his studies for becoming versatile "Ship's Manager".

Although the IIMS is under no responsibility or obligation to provide employment for the trainee cadets of T.S. Chanakya and MERI, Kolkata and Mumbai however, these Institutes assist them in securing employment in various Shipping Companies.
