(I)
THE PARTICULARS OF ITS ORGANISATION, FUNCTIONS AND DUTIES
T.S.Chanakya, College of Nautical Sciences, is affiliated to the University of Mumbai. It is a fully residential institute. This institution is the shore based successor to the Training Ship Rajendra and the Training Ship Dufferin, where the training of the merchant navy officers in India started in the year 1927. Training on T.S.Dufferin continued till the year 1972, when it was replaced by the T.S.Rajendra. On 5th April, 1993 the Rajendra gave way to this shore-based academy, the “TRAINING SHIP CHANAKYA”.
The Chanakya campus, about 40 acres in extent is situated along Navi Mumbai Palm Beach Marg, and bounded to the East by Karave Village and to the West by the waters of the Thane Creek.
It is a certified ISO 9001:2000 institution and (by right of inheritance) India’s Oldest Mercantile Marine Training Center for Merchant Navy officers.
Courses offered
A) At present T.S.Chanakya conducts two streams of training:
i) 3 Year B.Sc. (Nautical Sciences) degree course under the aegis of the Mumbai University, and
ii) One year Diploma course in Nautical Science leading to B.Sc. Nautical Science in collaboration with Indira Gandhi National Open University (IGNOU) and D.G. Shipping.
B) The following Modular Courses are also conducted at T. S. Chanakya:
i) Global Maritime Distress and Safety System (GMDSS)
ii) Advanced Fire Fighting (AFF)
iii) Fire Prevention and Fire Fighting (FPFF)
iv) Personal Survival Techniques (PST)
v) Personal Safety and Social Responsibility (PSSR)
vi) Elementary First Aid (EFA)
ADMISSION PROCEDURES:-
Admission to :
1) 3 year degree course is done through All India IIT Joint Entrance Examination (IIT-JEE).
2) One year Diploma course in Nautical Sciences is done on merit basis and interview through open advertisement as per the criteria laid down by IGNOU/D.G.Shipping, and also through sponsorship by shipping companies.

THE POWERS AND DUTIES OF ITS OFFICERS AND EMPLOYEES
A diagrammatic representation of the Institute’s organisational structure is shown on next page. The Institute has defined and documented the responsibility and authority of each individual who manages, performs or verifies work relating to the Institute's management system. Responsibility, authority and interrelationship for effective communication has also been defined for each activity within the documented procedure and/or work instructions.
In addition :
§ All employees are responsible to initiate action to prevent any non-conformities.
§ All employees are responsible to report any discovered non-conformity to their superiors. Officers shall ensure that all identified nonconformities are recorded and the deficiency is redressed as per procedures.
§ Any employee may recommend corrective/preventive action or an improvement to the system.
§ Officers shall be responsible for reviewing and initiating all approved actions.
§ The Captain Superintendent of the institute shall be responsible for approving all recommended actions.
§ Officers shall be responsible for verifying that the actions have been implemented.
ORGANISATION CHART :








Faculty comprises Captain Superintendent, Chief Officer, Nautical Officers, Engineer Officers, Radio Officers, Academic Officers and Instructors. The post of Lecturer is designated as Academic Officer when the person is employed through MMERT. Therefore, for the purpose of this manual the term ‘Academic Officer’ also means ‘Lecturer’.
Faculty members have the following responsibilities and authority.
A Academic:
1. Teach the students in accordance with course/subject framework.
2. Review student’s performance and counsel weak students in subject area under their supervision.
3. Identify, record, recommend or provide solutions to non -conformities relating to the course/subject frame work.
4. Initiate and support action taken to prevent the occurrence of non-conformities in the teaching process and the course/subject frameworks.
5. To impart training in professional skills to cadets.
6. To maintain discipline among the cadets.
7. To inculcate high standards of professionalism, discipline, moral uprightness and integrity among cadets.
B Administrative.
1. Participate in the Institute's promotional and marketing activities.
2. Identify, recommend or provide solutions to quality management system problems through Chief Officer.
3. Support action taken to prevent occurrence of any quality system non-conformities.
TRAINING AND EDUCATION MANAGEMENT TEAM (TEMT)
To ensure effective internal communication Training and education Management Team(TEMT) is set up comprising of Captain Superintendent, Chief Officer, OIC (all courses), OIC exam cell, One Engineering Officer, One Academic Officer and other co-opted members.
TEMT meeting shall be held at interval not exceeding 3 Months.
TEMT meeting shall be held to Monitor, Measure and Analyse Training and Education being imparted.
TEMT meeting to include one or more items of following.
· To Review & Approve examination question paper.
· To Review & Approve examination result.
· To Review analysis of feed back forms.
1. The Captain Superintendent is in command of the training ship (the institute). He has authority over all persons in the institute and he expects all officers to shoulder their responsibilities with the high degree of competence and to function with understanding and co-operation.
2. He is to administer and implement policies and programs led down by government of India in conformity with government rules and regulations.
3. He is to develop, initiate, and maintain improvement in the training programme and to keep control and check on it from the point of view of efficiency.
4. He is to participate in such out side activities which are advantageous towards improving the prestige of the training ship.
5. Create, modify, revise, and cancel documents.
1. Second in command of the Institute.
2. To Assist in Administration and implementation of the policies and programmes of the Government of India including plan and non plan budgets.
3. All service matters relating to group B, C & D staff. Viz.,
i) Sanctioning authority for earned leave and casual leave.
ii) Promotion, increments, efficiency bar.
iii) Enforcement of discipline and conduct rules; Departmental Enquiries; misconduct / misbehaviors etc.
4. Overall in-charge of repairs and maintenance.
5. To teach subjects allotted as per timetable.
6. Official inspection of the institute, VIP visits, cadets and crew divisions and inspection, Promise and Prize Day arrangements.
Note : The post of Chief Officer is vacant at present. Captain Superintendent takes on the above responsibilities and have delegated officers to carry out these functions.
1. To Assist in Administration, execution and implementation of the policies and programmes of the Govt. of India including plan and non plan budgets.
2. Powers to attest entries in service books/rolls of Group B, C, D staff.
3. Cadets and crews routine periodical inspections.
4. Screening of annual and other periodical contracts.
5. Any other academic & allied matters arising out of maritime education
6. Member of the Committee for promotion of cadets.
7. To teach subjects allotted as per timetable.
Note : The post of Senior Nautical Officer is vacant at present. Captain Superintendent takes on the above responsibilities and have delegated officers to carry out these functions.
NAUTICAL OFFICERS.
Following are the duties of Nautical Officers 1 to 12 and Engineer Officers 1 to 2
Academic:
1. Teach the cadets allotted subjects as per syllabus and time schedule.
2. To assess the cadets’ progress in the subject and counsel weak cadets.
3. To set the question papers and evaluate the answer sheets for examinations.
4. To perform the invigilation duty as required during the examination.
5. To conduct practical and oral examinations as required.
Training :
1. To function as Officer On Duty (O.O.D.) by rotation, and as (O.O.D).
2. To implement daily routine of the institute for the cadets.
3. To maintain the discipline in the campus.
4. To meet any emergencies.
5. To look after the property.
6. To comply with any specific order given by Captain Superintendent.
